• 5.0 Chemicals and Materials Handling <br />The proposed water treatment facility will house all the reagents necessary for this <br />operation. The trailer will act as the storage facility as well as the mixing and reagent <br />usage location for this operation. <br />The chemicals /reagents in use for this treatment process have no known toxic or acid- <br />formingpotential and do not cause any known environmental hazard in the quantities <br />used and stored on site. All reagents will be stored and used within the trailer and a <br />monthly inventory of reagents used and in storage will be maintained. <br />During off shift periods, the trailer will be locked to prevent unauthorized entry or the <br />potential of an environmental release of chemicals. During periods of treatment system <br />inactivity the treatment plant tanks will be drained and emptied for maintenance reasons <br />and to prevent an uncontrolled release of chemicals or untreated water. <br />The water treatment plant floor drain is connected to a 200-gallon secondary containment <br />tank. This tank will have an emergency overflow pipe to the untreated water storage <br />pond. In the unlikely event that a tank or pipe fails, any solutions released from the <br />trailer would be directed toward the pond, where containment and clean-up can be <br />accomplished. <br />• All handling and mixing of reagents will be performed by trained plant operators. The <br />operators will be provided with the necessary PPE and will be instnrcted on the proper <br />handling, operating, cleanup, and reporting procedures for these reagents. The operators <br />will also be trained on potential chemical reactions and safety hazards. <br />Electrical power will be supplied by either line power or by a diesel generator. The diesel <br />generator used to supply power to the treatment plant will need to be fueled and serviced <br />on a routine basis. During fueling, the generator will be shut off and No. 2 diesel fuel will <br />be transferred from a fuel truck or pick-up mounted tank using a hose and dispenser. The <br />fuel will be dispensed manually and the plant operator or other designated personnel will <br />be pmsent at all times during refueling. Any spillage will be reported and cleaned up in <br />accordance with the procedures detailed in the Material Containment and Spill <br />Prevention Control and Countermeasure Plan (MCP / SPCC). A drip pan will be used to <br />contain oil removed during maintenance activities; this oil will then be transferred to a <br />designated container or used oil tank. Used oil will be recycled by a vendor. <br />A detailed, site-specific chemical and materiai handling and containment plea will be <br />prepared prior to plant startup. This plan will include proper storage and handling <br />methods for the various chemical products, inspection procedures and check lists, <br />preventive maintenance requirements, personnel training, emergency response <br />procedures in the event of a spill or release, and spill reporting requirements. <br />• <br />15 <br />
