<br />EXHIBIT 24 <br />SUBSIDENCE CONTROL PLAN <br />The subsidence control plan which Wyoming Fuel Company (WFC) <br />plans to utilize to monitor and control the subsidence over the <br />mine workings is three-fold. Generally, the first portion of the <br />subsidence control plan consists of the layout of the mine in such <br />a way that room and pillar development sections and some pillar <br />recovery sections are coincident with the renewable resource area <br />and areas overlain by structures. Secondly, calculations have been <br />completed to determine pillar strength in relationship to seam <br />thickness, seam height, roof material, depth to the seam being <br />mined, and configuration of the mine plan. These show that such <br />mining will result in negligible subsidence. The third portion of <br />the subsidence control plan to be utilized at the Golden Eagle Mine <br />consists of monitoring a specific section of the renewable resource <br />• area to be used as a control section for comparing actual <br />subsidence, if any, to the projection of negligible subsidence. <br />The projected mine plan for this permit term and future mining <br />is shown on the Mine Plan Map (Map 3). Mine planning specifically <br />limits the extraction rate to less than 50$ for areas which are <br />overlain by renewable resources. The renewa_,ble resources in the <br />Golden Eagle Mine area consist only of the alluvial valley fl_o~ <br />at the surer face ad-j.acent t9 _the _Purgatoire _Riv` Further <br />discussions of the in depth research associated with the alluvial <br />valley floor are shown in Exhibit 6, Geology and Hydrology <br />Information. Outside of the areas which contain renewable <br />resources, WFC plans to recover as much of the coal resource <br />located in the Golden Eagle Mine as is possible utilizing best <br />available mining technology. <br />During the term of the permit application, no subsidence is <br />expected in the renewable resource area. This is due primarily to <br />the fact that only mine development activity is planned in those <br />
