- 11 -
accordance with the requirements of 30 CFR 817.93. The factors of
• safety against a slope failure for static and pseudo-static case are
1.58 and 1.38 with earthquake acceleration equaling 0.059 respectively.
These factors of safety exceed the minimum required safety factors of
1.5 and 1.2.
The soil properties used in the analysis are shown on the figure
and were determined bi laboratory testing as discussed above.
Construction Considerations:
A. Finbankment.
The existing ertbanlanent will be rennved and reconstructed. It is
recommended that all topsoil, organics and other deleterious
materials beneath the existing e~obankment be removed from the
construction area. The slope beneath the new ent+anlrnient should be
bend~ed prior YA fill placement to allow the fill to be placed and
• ooapacted in horizontal layers. This will also improve the
stability of the en~banlanent in the sidehill fill section.
The existing eTibaniQnent soils are reusable in the reconstructed
dam providing topsoil and organics are removed prior to fill
placement. 7nported fill should consist of clays having a maximum
liquid limit of 45 and a maximum plasticity index of 20. Soils
are available locally rich meet this criteria. A soil engineer
should approve proposed borrow materials prior to fill place-
ment.
Fill should be placed in maximum 8-ind~ loose horizontal layers
and o7mpacted to at least 958 of standazd Proctor dry density
(ASTM D-698) within 29 of optimum uuisture content.
