<br />Around each wood pole structure, we would like to retain a 50-foot flat <br />• radial undisturbed earth area; and from the 50-foot line we could stand, <br />during the removal period, a 1-to-1 undisturbed slope down to the lower <br />level of the gravel removal which your test holes reveal to be a maximum <br />of 26 feet. It is realized that this width of such a retention of <br />undisturbed soil exceeds the right-of-way edge, but our agreement states <br />that the land under the line can be utilized as long as it does not inter- <br />fere with the operation of the transmission line. Utilization of the land <br />is permissible, but complete removal of all of the compacted soil was not <br />contemplated at the time. <br />On the steel tower structures, we would like to retain an 80-foot flat <br />radial undisturbed earth area; and from the 80-foot line we could stand, <br />during the removal period, a 1-to-1 undisturbed slope down to the lower level <br />of the gravel removal. The retention of a portion of the original over- <br />burden or temporary or permanent replacement of the overburden should be made <br />so that we could have reasonable access to our structure sites at all times. <br />The permanent replacement of overburden should allow access along the trans- <br />mission line to each structure from both the north and south directions. <br />Our Line foreman, Doug Goodnow, is stationed at our Hayden Substation just <br />north of your work, and he will serve as our representative in discussions <br />concerning the physical or electrical jeopardy to our transmission lines. <br />Also, the Hayden Substation Electrician, Paul Coffee, can make any arrange- <br />ments for issuance of hot-line orders or other safety precautions. The <br />commercial telephone number at Hayden Substation is (303) 276-3402. <br />• We again want to make you aware of the hazards and work closely with you to <br />safely remove and replace the overburden and take off the available gravel <br />deposit. The electric service provided over the transmission lines in this <br />area is very essential, and any contact with the line conductors could be <br />fatal. Please advise the estimated time frame for removal, because we feel <br />that we have a semi-state of emergency all the time you are actively working <br />in the vicinity of these transmission lines. The two westerly steel tower <br />lines and the wood pole Meeker Line belong to Colorado-Ute, and I am sure <br />they share the same concerns that we do regarding structure jeopardy and <br />safety to your operations.
