immediately after cutting the fence. Said gate shall be kept closed at all times except during <br />actual ingress and egress. The gate shall be replaced with a permanent fence section meeting the <br />fence specifications during reclamation activities. <br />11. The licensee must establish perennial vegetation on disturbed areas. Additional reclamation work <br />shall be required in case of seeding failures. <br />12. All drill holes shall be plugged with cement from at least fifty feet below to fifty feet above all <br />aquifers and a plug shall be set. All drill holes shall be plugged as contemporaneously aspossible. <br />13. All drill hole cementing shall be done with recognized oil field cement pre-mixed at the surface <br />with water and any additives considered necessary for encountered drill hole conditions. For all <br />drill hole plugging operations, the licensee shall submit to the BLM- Sundry Notices (form 3160- <br />5) together with copies of all cement invoices in addition to required reports. <br />14. One copy of drill hole data and related reports must be submitted to the BLM within thirty days <br />after the calendar year. The licensee's location map must show access trail locations and exact <br />hole locations appropriately identified by number or letter. Submitted data must be tied to the <br />hole number or letter designations. <br />I5. Noxious weed control is required for the Project along access routes and at drill sites, in <br />accordance with the Colorado Noxious Weed Act. As a safeguard to avoid the introduction of <br />noxious weeds, drill rigs and vehicle(s) will be required to have all dirt and debris that could <br />contain weed seeds removed then thoroughly washed with a suitable power washer at an <br />offsite location prior to entering the project area. Also, if the drill rig or other vehicles are taken <br />over areas infested with noxious weeds, each vehicle will be cleaned with a suitable power <br />washer before moving to another area to reduce the likelihood of spreading noxious weed seeds. <br />16. During project implementation signs will be positioned at the intersection of active overland <br />access routes and established system roads that read "Exploration Project in Progress; No Public <br />Access". These signs are intended to keep the public at a safe distance from the project related <br />activities and to reduce public use of the temporary overland access routes. <br />17. No drilling activities will occur during the winter big game closure period from December I [o <br />April 15. (San Miguel ROD, pg 12). <br />18. BLM/CDRMS-specified reclamation seed mixture and application rate include western <br />wheatgrass, a native cool season sod-former at four pounds pure live seed (PLS) per acre and <br />bottlebrush squirreltail, a native cool season bunchgrass at four pounds PLS per acre. These rates <br />aze for drill seeding and should be doubled if broadcast seeded, <br />COMPLIANCE/MONITORING: The drilling activities will be monitored by the UFO minerals staff or <br />surface compliance specialist during [he life of the operation. The area will be inspected to make sure the <br />exploration plan and special stipulations are followed.
