Third Park Federal Coal Exploration License Environmen[alAssessment <br />Approximately 1 acre (generally a 65-by-65 meter block or a 35-meter radius) centered on the drill hale <br />stake was surveyed by parallel pedestrian transects at 10- to 12-meter intervals at each drill hole location. <br />At the three locations where the center stake was not found, a 2.5-acre area (a 100-by-100 meter block) <br />centered on the Universal Transverse Mercator (UTM) coordinates of the drill hole location was <br />surveyed. A total of 102.5 acres was surveyed on federal surface for the drill hole locations. The overland <br />access routes were surveyed by a single pedestrian transect along the flagged center line. Where the flags <br />were widely spaced or had fallen (i.e., were not easy to follow), a corridor of 12 to 15 meters wide was <br />covered by a zigzag pedestrian transect. Surface visibility was very good to excellent throughout [he <br />survey area. <br />The cultural resources field survey identified and documented two isolated finds, a single complete flake <br />of translucent chert and a small scatter of 25 to 30 unmodified flakes. <br />Environmental Consequences/Mitigation: No eligible cultural resources were identified within <br />the surveyed areas of any Project features. As a result, no effects to eligible cultural resources are <br />expected from the Proposed Action. <br />Under the No Action Altemative, there would be no effects to cultural resources. <br />ENVIRONMENTAL JUSTICE <br />Affected Environment: Executive Order No. 12898 on Environmental Jus[ice as it affects <br />minority and low-income populations was issued on February 11, 1994. The purpose of the order is to <br />identify and address, as appropriate, disproportionately high and adverse human health and environmental <br />effects of programs, policies, or activities on minority or low-income populations. There are no low- <br />income or minority populations that could be disproportionately affected by the Proposed Action. <br />Environmental Consequences/Mitigation: There are no environmental consequences associated <br />with this resource. <br />Under the No Action Alternative, there would be no disproportionate negative effects to minority and <br />low-income populations. <br />FARMLANDS, PRIME AND UNIQUE <br />Affected Environment: Prime farmland, as defined by the Natural Resource Conservation <br />Service, is land that has the best combination of physical and chemical characteristics for producing food, <br />feed, forage, fiber, and oilseed crops, and is also available for uses including: cropland, pastureland, <br />rangeland, forest land, or other land, but not urban development or water. Unique farmland is land other <br />than prime farmland that is used for the production of specific high-value food and fiber crops. No Prime <br />or Unique Farmlands have been identified in the Project Area. <br />Environmental Consequences/Mitigation: There are no environmental consequences associated <br />with this resource. <br />Under the No Action Alternative, there would be no effects to Prime or Unique Farmlands. <br />FLOODPLAINS <br />Affected Environment: A floodplain is defined as the area adjacent to a watercourse that has a 1 <br />percent chance of becoming wet in any single year.
