Inc. <br />1590 West 12'h Avenue <br />Denver, CO 80204 <br />RE: Addendum to Phase I Environmental Site Assessment -Tanabe Property, East <br />1 12'r' Avenue and Brighton Road, Adams County, Colorado, November 19, 2000 <br />Dear Ms. Bellmund: <br />This letter serves as an Addendum to the Phase I Environmental Site Assessment (ESA) <br />prepared by ERO Resources, dated November 19, 1999, pertaining to the Tanabe <br />property, located on East 112'h Avenue and Brighton Road in Adams County, Colorado. <br />Subsequetlt to the completion of the November 1999 Phase I ESA, Mobile Premix <br />Concrete, Inc. (MPC) filed an application with [he Colorado Division of Minerals and <br />Geology (DMG) [o obtain approval [o mine sand and gravel from the Tanabe property. <br />The proposed post-mining land use for the Tanabe property is sealed water storage. In <br />response to the MPC mined land reclamation permit application, the DMG received <br />public comments regarding issues potentially posed by concentrations of <br />diisopropylmethyl phosphana[e (DIMP) and other analytes in ground water underlying <br />the Tanabe property and emanating from the Rocky Mountain Arsenal (RMA). <br />In preparing this Addendum to the Phase I ESA, ERO Resources contacted ENTRAC <br />Corporation and inquired as to why the RMA was not reflected in the materials <br />ENTRAC supplied. ENTRAC confirmed that the materials supplied to ERO Resources <br />were developed in conformance with the American Society for Testing Materials <br />(ASTM) Standard E 1527-97, "Standard Practice for Environmental Site Assessments; <br />Phase I Environmental Site Assessment Process" (1997). The applicable ASTM <br />standard specifies a I.~-mile search criteria. ENTRAC asserted that the National <br />Priorities Listing (NPL) for the RMA under the federal Comprehensive Environmental <br />Response Compensation and Liability Act (CERCLA) has a western bourlclary of <br />Colorado Highway 2, which is located approximately 1.66 miles from the southeastern <br />boundary of the Tanabe property. Therefore, the RMA was not reported in the <br />ENTRAC materials used to assess the potential existence of recognized environmental <br />conditions that could impact the Tanabe property. <br />This Addendum to the Phase I ESA provides information intended to respond to <br />concerns expressed during the mined land permit application comment period regarding <br />DIMP and other analytes in ground water underlying [he Tanabe property. <br />RMA -Background <br />The RMA occupies an approximate 27-square mile area in southern Adams County, <br />Colorado.
