Russell Means <br />Division of Minerals and Geology <br />Grand Junction Field Office <br />101 South Third Street, Rm 301 <br />Grand Junction, CO 81501 <br />RE: Russell Ranch Pit, 110c Application No. M-2006-008, Preliminary Adequacy Review <br />Deaz Mr. Means: <br />Thank you for your letter. of February 21. Following aze the corrections and clazifications you <br />asked for. <br />The road will be upgraded as follows: <br />^ The road will be lengthened to lessen the grade. <br />^ It will be widened to approximately 20 ft to allow 2 trucks to pass each other. <br />^ It will be constructed with materials from the pit includmg road base of 1 'h" gravel. <br />^ The switchback will be widened appropriately. <br />^ Water from Russell Ranch will be utilized for dust control. The Ranch has access to <br />water from the Highland ditch due to its water rights. (Highland ditch has industrial <br />water rights.) There is also a spring in the lowland azea from which water may be <br />developed and accessed. <br />^ The road wIll also be used to access other ranch property, serving vazious ranch <br />functions. <br />2. No explosives will be used on the site. <br />3. The 2:1 slope will be changed to 3:1 slope for fmal grading of the site. <br />4. Excavation will result in 1:1 slopes on the high wall, As discussed during the on site visit, <br />the high wall will be raked down for lengthy periods when pit not in use. <br />5. The sight berms azound the excavation will be natural soil left in place as the operation <br />proceeds into the hill. <br />6. All topsoil and overburden piles will be seeded to prevent erosion according to Rio Blanco <br />County, State and NRCS standards. <br />7. Enough topsoil will be maintained to cover all of site. <br />
