File 1182-11, "Hillyer Pit"
Dear Mr. Hillyer:
I want to take this opportunity to explain the difficulty that arose
March 24, 1982 during the Board consideration of the permit application
referenced above. Your attorney's office requested that consideration
of the application be continued until the April 21-22, 1982 meeting;
this request was made by telephone, Pfarch 24, 1982.
The Board raised the following concerns which the application does not
adequately address:
1. no reclamation plan is included in the application;
2. the statement that "no lakes will be created" and the cross-
section showing a 21' excavation appear to contradict each other; and
3. if the river fails to recharge the available gravel resource,
or only a fraction thereof, how will the mining operation be affected?
I suggested that these concerns were fairly well covered by the three (3)
stipulations we discussed at noon March 24, 1982, but the concensus of
the Board members was a preference that you incorporate these items
directly into the application.
