Only native plant species should be used for revegetation, and establishment of <br />undesirable im'aders such as tamarix and Russian olive should be suppressed. We recommend <br />permanent fencing of all wetlands following construction to reduce the negative impacts of livestock <br />overuse currently occurring on the property. Such fencing should be built to wildlife standards. <br />available upon request from the Division of Wildlife. <br />Excavation of the gravel pit will result in the creation of a large pond followine <br />completion of the project. The creation of impoundments within the Floodplain can result in se\ere <br />negative impacts to native fishes, including threatened and endangered species like [he Colorado <br />pikeminnow, razorback sucker and humpback chub. The developer has consulted with the USFWS <br />on this subject. A conceptual agreement to minimize impacts on Colorado River native fishes was <br />reached, and [he pit will be connected to the River using a "Texas crossing° inlet u-ith multiple <br />outlets. This is t:xpected to integrate the pond with the River, creating a self sustaining system <br />maintained by natural Flood events. We defer to the technical expertise of the USFWS on this issue <br />but recommend an access agreement be granted in perpetuity by the petitioner to maintain [he integrity <br />of that system. The petitioner should be aware that the Division of Wildlife has enacted regulations <br />prohibiting the stocking of non-native fishes in ponds within the Colorado River tloodplain should that <br />be a future consideration. <br />As always, the Division of Wildlife thanks you for the opportunity to comment on <br />significant wildlife issues related to development. We appreciate the efforts this developer has made <br />in consulting at an early date with the various State and Federal agencies concerned with wildlife and <br />wetlands issues.
