15. Please consider adding some patches of willow cuttings to the reclamation plan to replace the <br />Southwest Willow Flycatcher habitat that is to be removed by this mining operation. <br />16. The reclamation plan recommends that revegetation will be considered adequate when live <br />perennial cover reaches 90 percent of it's pre-mine level. Please be aware that revegetation of <br />fhe site will not be considered successful until it meets the requirements of rule 3.1.10. In this <br />case, the cover must be at least that of pre-mine levels, and be adequate to stabilize the site. <br />Exhibit F -Other Permits and Licenses <br />17. Item no. 3 in this exhibit mentions onsite processing (as does the lease), though the mining plan <br />specifies that no processing will take place on site, but at the Riverbottom Gravel Pit site. Please <br />revise the permit text to be consistent and accurate. <br />Exhibit H - Municioalities <br />18. Please provide the information required by Rule 6.3.8. <br />Exhibit L -Permanent Man-made structures <br />19. Please address the county shop and the pond located just off the northeast corner of the site. <br />Geotechnical Stability Reoort <br />20. Permit maps and text do not indicate the final pit slopes will be at a 3:1 grade from top to bottom. <br />Therefore, this factor of safety, calculated for full 3:1 grade slopes, is not accurate.
