15. Please consider adding some patches of willow cuttings to the reclamation plan to replace the
Southwest Willow Flycatcher habitat that is to be removed by this mining operation.
16. The reclamation plan recommends that revegetation will be considered adequate when live
perennial cover reaches 90 percent of it's pre-mine level. Please be aware that revegetation of
fhe site will not be considered successful until it meets the requirements of rule 3.1.10. In this
case, the cover must be at least that of pre-mine levels, and be adequate to stabilize the site.
Exhibit F -Other Permits and Licenses
17. Item no. 3 in this exhibit mentions onsite processing (as does the lease), though the mining plan
specifies that no processing will take place on site, but at the Riverbottom Gravel Pit site. Please
revise the permit text to be consistent and accurate.
Exhibit H - Municioalities
18. Please provide the information required by Rule 6.3.8.
Exhibit L -Permanent Man-made structures
19. Please address the county shop and the pond located just off the northeast corner of the site.
Geotechnical Stability Reoort
20. Permit maps and text do not indicate the final pit slopes will be at a 3:1 grade from top to bottom.
Therefore, this factor of safety, calculated for full 3:1 grade slopes, is not accurate. Please either
revise the permit text to indicate final slopes will be a maximum 3:1 grade, or revise the factor of
safety calculations for slopes that have a 2:1 grade from 10 feet below waterline to the pit floor.
If you need additional information, please contact me at the Division of Minerals and Geology, Grand
Junction Field Office, 101 South Third Street, Room 301, Grand Junction, Colorado 81501, telephone no.
970-243-6368.
Sincerely,
Steve S.
