P1r. Carl Winsor -2-
Exhibit E - I presume you plan to grade the back slopes of this pii
maximum of 3:1 in final reclamation. Please clarify this matter.
Exhibit F - Is the special uses permit also applicable to the partir
pit in adjacent Section 13?
f3nnrl Pit
Exhibit A - It appears that
in the SEl/4 SEl/4, Section
legal description.
t 10, 1984
to a
in of the
the whole southern portion of the permit also lies
7. This area should also be references in the
Exhibit F - Is the special use permit also applicable to the porti n of the
pit in the adjoining SEl/4 SEl/4 of Section 7?
Brann Pit
Application Item 15 - 'Would not the proposed future land use be be ter
described as rangeland and road?
Exhibit E - I suggest that some special commitment to erosion cont of during
J reclamation be made for the 2:1 slopes east of the road. Cross sl pe
contouring and/or netting (anchored) are two suggestions in this r gard.
Ditson Pit
Exhibit A - As the pit is developed to the east, the SEl/4 NW1/4 o Section 9
will also be involved in the permit area. This area should also b referenced
in the legal description.
Exhibit F - Is the special use permit also applicable to the porti n of the
permit area in the SEl/4 NWl/4 of Section 9?
Idler Pit
Exhibit A - An examination of the map seems to indicate that the t tal
disturbed area will extend into the Nl/2 NW1.4 of Section 34, is w 11 as the
quarter quarter Sections given. Please clarify this matter.
Exhibit B -
1. How will sediment from the road be kept from moving into th Arkansas
River (which is to be 50' away)? Will a ditch be provided beside he road?
2. Given a depth to ground water of only 1', I do not understa d how a
front-end loader can be used to mine the site to a depth of 12' unless the pit
is dewatered. If the material is mined wet with a dragline, this is a
workable system. Otherwise, dewatering and a NPDES permit will be required.
Please clarify these plans.
3. It is not clear to me wliy no topsoil material can be salvag d in an
alluvial area such as this. Please clarify your plans and justify this lack
of topsoil salvage. Your soils description is inconclusive as con erns the
potential for some growth medium salvage on site.
