planning -Delta Cty Dev Letter response.doc Page 1 <br />DATE: February 15, 2005 <br />TO: Delta County Planning Department <br />FROM: William R. and Louan Lundberg <br />RE: Benson Brothers Red Rock Canyon Rock Quarry Application - SDOS-001 <br />The following observations and comments aze provided in response to your letter of Januazy 26, <br />2005 (a copy of which was received from a neighbor), my attendance at a walkthrough of the <br />proposed quarry development and operation which was conducted by members of the Benson <br />Brothers organization, plus personal experiences and perceptions gained as a result of my <br />residence of approximately 10 years in Coalby Canyon, and less than aquarter-mile from the <br />quarry site property.. <br />One of my major concerns is with respect to the present level of traffic on Ward Creek Road plus <br />the expected traffic increase due to both personnel transportation and transporting of quarry <br />output. Ward Creek Road (the only road available for traffic up and down Coalby Canyon) <br />includes a bend, which is approximately 200 feet above the entry to the present road, which will <br />be used for traffic in and out of the proposed quarry. in addition to the bend, the road also <br />increases significantly in slope at the beginning of the bend, which results in a "blind" spot for <br />traffic approaching from the north and significantly increases the chance for an accident due to <br />the posted speed limit (45 mph), which equates to 66 ft/second at the speed limit. These <br />conditions also result in a very limited line-of-sight with respect to the truck traffic, which will be <br />entering and exiting the quarry access road as a result of operntions. <br />I am also concerned with the possibility of excessive noise and dust which may result from the <br />quarrying and transporting processes, including the actual quarrying and movement of material to <br />a processing area located on-site, and the resultant breaking, crushing, loading and movement by <br />truck of the processed material. <br />Although traffic has increased in the last ten years, it should be pointed out that this increase is <br />due to the increased number of homes in the area due to the population increase, which has, to <br />some extent, changed the classification of the area from "Rural" to "Residential". <br />My wife has a medical condition that would be greatly aggravated by excessive dust. She was <br />diagnosed with sever blood clots in her lungs which has caused scar tissue and limits her lung <br />capacity, We moved here, in part, for the clean mountain air. The dust fiom the mine could have <br />serious consequences. <br />Of general concern to me is what I can only equate to "Quality of Life", which in my mind is the <br />reason I returned to Colorado when I achieved retirement age. This was exemplified in the <br />Coalby Canyon area by a quite, scenic and relatively traffic free enduonment. <br />in conclusion, due to the above concerns plus a number of concerns which aze of less importance, <br />I can only request the application for mineral resource extraction SDOS-001 be denied. <br />William R.
