5. Your mining plan includes changing the course of the Uncompahgre
River. Your response to tTiis
~~.q~~- c~izen concern was that it will be addressed in your 404 permit
d ~'~je~ application. The Mined Land Reclamation Act CRS 34-32-116(7)(h) also
requires that you address this matter in your Reclamation Permit
application. Provide maps, data and calculations developed by an i
engineer or hydrologist versed in stream mechanics that demonstrate
~(-~^ that off-site damage will not occur as a result of the proposed hannel I~
/ ` change. / L / //
'~(~, L<a .'l' ~Y / fi• 1.=r.~y- ~; vita se , /~ s I ~- f Yt°/ r .u,,,~rJ~
1frf6. ~~When tfije r~ve~r is~iverted into tFie Phas I pit area, some stor of orY ,
iv.i~~ ~~' water will occur before the normal river flow is resumed. Provide specifications for the size, type of
material and placement of this rip-rap. These specifications should be
sufficient to demonstrate that off-site damage from a 100-year, _ ___
24-hour, storm event will be prevented.
Your application states that the 300-foot distance between the
disturbed area and the south property line will allow sufficient space
for the river to establish its natural gradient without impacting the
adjoining property owner. Give evidence of this by providing a report
including data and calculations developed by a hydrologist or engineer
versed in stream mechanics that shows the direction and extent of head
cutting that will occur until the river establishes a stable natural
gradient. Provide this same type of evidence for the location and
extent of scouring that will occur downstream from the excavations.
Show these additional disturbances on your Exhibit E Map.
Explain why the east side boundary of the permit area is not planned to
be rip-rapped. State why this or some other bank protection will not
be necessary to protect the adjoining property from erosion damage
during high flows.
The Exhibit E Map does not clearly show the extent of planned
rip-rte apping. Please show this information on the map.
11 Old" Describe how the diverted Uncompahgre River will re-enter the normal
river channel at the north end of the Phase I excavation during Phase
II operations, and show this on the Exhibit E Map.
