• <br />SECTION 2.05.3(3) <br />MINE FACILITIES <br />Introduction <br />This section contains a description of the proposed structures to be used in connection with or <br />to facilitate the surface coal mining and reclamation activities at the New Horizon 2 mine area <br />described in Section 2.05.3, Operation Plan: Permit Area. <br />Facilities approved for construction at the New Horizon 2 mine area by previous permit versions <br />and the current version are described in the following sections. Some of the facilities have not <br />yet been built. Construction of these will occur on an as needed basis consistent with the permit <br />requirements. <br />Sediment and Water Control Facilities Plan <br />Western Fuels-Colorado will use various types of structures to control the runoff from disturbed <br />• areas within the permit boundaries at the New Horizon Mine.- In addition, surface mining activities <br />will be planned and conducted to minimize disturbance of the prevailing hydrologic balance in <br />both the mine plan and adjacent areas in order to prevent long-term adverse changes in the <br />hydrologic balance. <br />Sediment control measures will include proper utilization of mining and reclamation methods and <br />sediment control practices singly or in combination. Sediment control methods may include, but <br />not be limited to the following: <br />1. Disturbing the smallest practicable area at any one time during the mining and <br />construction operation; <br />2. Stabilizing graded material to promote a reduction in the rate and volume of <br />runoff; <br />3. Retaining sediment within disturbed areas; <br />• (REVISED 7/2004 2.05.3(3) -1 <br />
