• control will be established during construction and maintenance of the roads to minimize erosion <br />and to assist traffic passage. <br />Design and Construction. Light-use roads will be field engineered to follow the existing topography <br />as much as practicable. Topsoil will be removed and stockpiled in accordance with WFC's topsoil <br />salvage plan. The horizontal and vertical alignment will be dictated by the topography and the need <br />to avoid obstructions. Light-use road surfacing material will be adequate for the use of the road. <br />Acid or toxic-forming substances will not be used in the road surfacing. Light-use roads will be <br />maintained to minimize erosion and to allow passage of traffic. <br />Reclamation. WFC will reclaim alight-use road when it is no longer needed in accordance with the <br />reclamation plan. The road will be closed to vehicular traffic. The natural drainage patterns will be <br />restored. All culverts will be removed. Roadbeds will be ripped, plowed or scarified. Cut and fill <br />slopes will be rounded or reshaped and blended into the surrounding topography. Cross drains, <br />dikes or water bars may be constructed to control erosion as required. Road surfaces from which <br />topsoil has been removed will be covered with topsoil and revegetated in accordance with the <br />reclamation plan. <br />Public Roads -West 5th Road <br />Mining and reclamation activities will be conducted within 100 feet of current public roads. <br />However, when blasting or any other mining activities which could create a potential safety hazard <br />are occurring, public access will be prevented and traffic will bypass the specific work area while <br />such activity is being conducted. These activities will be sequenced in a manner to allow public <br />travel through the area on other public roads in the immediate vicinity. <br />In the New Horizon 2 area, there is a single lane dirt road approximately 0.57 miles long which <br />extends to the west of West 5th Road (see Map 2.05.3-1 ). This road is used by the City of Nucla <br />for access to the city sewage lagoon and to one residence. Alternative access has been provided <br />as required by the Montrose County Commissioners. The Montrose County Commissioners <br />granted Peabody (and by succession, WFC) permission to temporarily close this road during <br />mining (see Attachment 2.05.3(3)-6, County Agreement). WFC will reclaim the road after mining <br />and reopen the road to meet or exceed the terms of the Montrose County Road Closure <br />Agreement. The portion of 5th Road that went through Pond 007 was designed by a Professional <br />Engineer and the design can be seen in Attachment 2.05.3-7. <br />(Revised ~/zooa7 2.05.3(3) - 30 <br />
