location will be partially limited by the grades of the existing or postmining areas. Stream fords will <br />• not be used during construction of roads unless approval is first obtained from the regulatory <br />authority. <br />Location. WFC will locate access roads on ridges or on a stable slope in order to minimize erosion. <br />No part of any access road will be locafed in the channel of an ephemeral stream where the <br />upstream watershed is larger than one square mile and in intermittent or perennial streams unless <br />specifically approved by CDMG. Stream fords of an ephemeral stream when the upstream <br />watershed is larger than one square mile and intermittent or perennial stream will be approved by <br />CDMG before construction proceeds. All other stream crossings will consist of culverts in flowing <br />streams, consistently wet areas, and in ephemeral channels as necessary to allow passage and to <br />minimize disturbance of the hydrologic balance. Access roads will utilize culverts designed to <br />safely pass the 10-year, 24-hour precipitation event. Ditches and drainage control will be <br />established during construction and maintenance of the roads to minimize erosion and to assist <br />Traffic passage. <br />Design and Construction. The design of the access roads incorporate the demand for mobility and <br />travel efficiency, based on the geometric criteria appropriate for the anticipated volume of traffic, <br />weight and speed.of the vehicles to be utilized. <br />Access roads will be designed and constructed or reconstructed in compliance with the standards <br />outlined under haul road construction in order to control erosion and disturbance of the hydrologic <br />balance. Topsoil will be removed and stockpiled in accordance with W FC's topsoil salvage plan. <br />Drainaoe. Each access road not within areas disturbed by mining and reclamation activities will be <br />designed, constructed and maintained to have adequate drainage following the criteria outlined <br />under the haul road construction. <br />Maintenance. Access roads will be inspected and repaired following the outline for the haul road. <br />Magnesium Chloride solution may be utilized to control fugitive dust. The solution will have an <br />approximate concentration of 30% and will be applied at a rate of one-half gallon per square yard <br />of surface area. The solution of Magnesium Chloride will be applied by a commercial company <br />specializing in this product and wilt be dispensed from a truck with approximate 16 foot spray bars. <br />One-two applications are anticipated per year. <br />.
