• <br />Small Area Exemptions <br />Prior to the mining of the Martin Property, two small area exemptions (SAE) existed property-wide, <br />and three were planned for the remainder of the permit area. One of those SAE's, SAE #2, was <br />located as a pre-mine feature in the northern mineable portion of the Martin Property. However, at <br />the conclusion of reclamation backfilling for that portion of the Martin land, SAE #2 was converted <br />in a very small drainage basing with a completely incised sediment control pond. This pond is <br />named Pond 014. Accordingly, Map Att 2.05.3(3)7-1 shows the locations of the four SAE's, <br />numbered 1 (existing) and 3 through 5 (planned) plus the location of Pond 014. A further <br />discussion of Pond 014 can be found in this section, titled "Sedimentation Ponds 007 through 014 <br />Design Parameters" <br />SAE's-1 is located just west of Pond 007 by about 300 feet and just north and west of where the <br />CCC ditch/pipe enters the mine property on the northeast. SAE #1 consists of,about 0.71 acre and <br />is comprised of a small outslope from topsoil pile "K" that is below the grade of Pond 007. The run- <br />off from this area was modeled using Storm verfi.21. The water is controlled by a contour ditch <br />with strawbale and grass-lined ditches to treat the water before leaving the mine property. <br />Three of the remaining four planned SAE's are located on the westernmost portion of the permit <br />. area where the terrain is undulating and these areas cannot be made to drain to any sediment <br />pond. The areas are 2.1 acres (SAE #3), 2.6 acres (SAE #4) and 0.9 acres (SAE#5), respectively. <br />The alternative sediment control measures for these areas consist of earthen berms of 2H:1V <br />sideslopes with a minimum top height of 3.0 feet installed at the bottom of the exemption area to <br />channel the runoff into a 30' wide gravel berm section with filter fabric. This section will be installed <br />in the lowest 30' section of the exemption area and will serve to filter sediment out before gradually <br />releasing the water through the gravel embankment. A schematic of this installation is shown on <br />the following page. The filter fabric to be used is Mirafi Filterweave UV fabric or equivalent. The <br />gravel embankment will consist of minus 3" durable rock. A portion of the filter will be buried below <br />the embankment as shown and a height of 2.0 feet above the filter will be used to handle very large <br />events. <br />A "traveling" Pond will be used for the area west of 27.00 Rd for the production years 2003 through <br />2008. The size of Pond 010, as currently proposed in the portion of this section titled "Pond 010 <br />through 013 Designs' is based on a disturbed area of about 206.96 acres (see map 2.05.3-1) <br />However, in reality, the actual disturbed area at any one time will be much less.
