The pond 005 embankment was pushed back into the excavated pond area and compacted. <br />The topsoil salvaged during pond construction was spread over the recontoured pond area to <br />a depth of approximately one (1) foot. Similazly, the pond 002 complex was backfilled and <br />graded. Topsoil was not available for reclamation of the pond 002 azea. <br />The coal processing waste pile was covered with three feet of nontoxic non-combustible <br />cover followed by one foot of topsoil. A topsoil borrow area was permitted west of the <br />employee pazking lot to provide sufficient material to achieve the required material depth. <br />Areas that had been regraded to the approved elevation contours were seeded and mulched <br />in the fall of 1996. These areas included the water tank pad and access mad, longwall <br />substation, service drop, ponds 002 and 005, the supply yard, topsoil stockpile footprints, <br />and the employee parking area. The topsoil borrow area and coal processing waste disposal <br />area were seeded in May of 1997. <br />In August 1998, Basin Resources submitted a study to the Division of Minerals and Geology <br />demonstrating that the drainage areas reporting to sediment ponds 003 and 004 were <br />adequately vegetated and met the criteria of rule 4.05.2(2). Approval to remove the Sediment <br />Ponds was granted by the Division and the ponds were reclaimed in 1998. <br />Mine facilities that will be used for production of methane gas, including ventilation shafts, <br />methane degas wells, and access roads to these facilities were approved for an Industrial Use <br />post-mining land use classification. These facilities were bonded with and will be reclaimed <br />in accordance with the rules of the Oil and Gas Conservation Commission. These facilities <br />are discussed in more detail in Exhibit 31. Two additional coal bed methane wells, GE 29- <br />07 and GE 29-09, are scheduled to be drilled in 2007. Their location is shown on Map 18 <br />Apache Canyon Field. <br />(b) Reclamation Cost Estimate <br />A detailed cost estimate of the reclamation plan is included in this permit application. <br />Supporting calculations for the bond and reclamation cost estimate can be found in <br />Exhibit, 19, Bond Calculation. <br />(c) Backfillin¢ and Grading <br />The surface disturbance area was backfiiled and graded to blend with the surrounding <br />topography and comply with the approved post-mining topography. (A pre-mining <br />topographic map of the Golden Eagle Mine area with 10 foot contour intervals was not <br />available). Steep or long wntinuous slopes were avoided were possible.
