,,, <br />~1 <br />Exhibit A <br />(Comments and Recommendations from the City of Fort Lupton, Colorado) <br />Exhibit D -Mining Plan <br />(d) "The maximum area to be mined at one time is approximately 20 to 25 acres" <br />The City desires and recommends that active mining be limited to no more than 25 acres at any <br />one time so to minimize the unsightly appeazance of open mine azeas and to ensure prompt and <br />timely reclamation and revegetation. <br />(e) "Reclamation will likely begin two yeazs after mining is complete in each phase." <br />The City desires and recommends that reclamation be required to begin no more than one year <br />after mining is complete in each phase. If some other delay in beginning reclamation is approved <br />by DMG then that deadline should be specifically stated as a condition of the permit instead of <br />being left to the indefinite discretion of the permittee. <br />Exhibit E -Reclamation Plan <br />(d) RE: Revegetation <br />The City desires and recommends that revegetation utilize native species whenever possible, and <br />acclimated species for variety and to meet specific landscaping objectives. Species indigenous to <br />cooler climates with greater average annual rainfall tend to be highly susceptible to disease, pests <br />and drought causing high mortality rates and increased maintenance costs. Ponderosa pine and <br />spruce species can be especially problematic, and should be replaced with an equal number of <br />more suitable species. <br />(f) (ii) re: Seeding and Mulching <br />Mulching should be done with certified weed-free grass hay or straw in order to enhance <br />compliance with the City's weed control ordinance. <br />General Considerations <br />The City requests that DMG condition approval and enforcement of any reclamation permit <br />granted upon the applicant's successful compliance with the terms and conditions of the <br />Annexation Agreement and any successive amendments (attached) and to the Special Use <br />Agreement (attached) granted by the City to the applicant. <br />
