Solid block <br />• seals were conswaed a murimum of 25 feet in from the portal surface openings. The portal entries <br />were then backfilled from the Beak to the portal openrrrgs with soil and broken rock materials and <br />portal and face-up areas were backfilled and graded to completely cover all portal swctures, establish <br />a stable slope configuration, and eliminate exposed highwall areas. <br />Final grading of backfilled and other disturbance areas was completed to establish a stable slope <br />adjacent to Beaz Creek and a final topographic configuration appropriate [o the postrrtining land sue. <br />The final topographic configuration as shown by the Bear Geek reclamation plan drawings included <br />in Exhibit 2.05-E5, Reclamation Details, a designed to provide a reasonable fattor of safety. <br />Documentation of the slope stability evaluation for the Bear Creek reclaimed area a provided in <br />Exhibit 2.05-E2, Geotechnical Design and Stability Analyses. Because of existing site constraints, <br />implementation of the final grading plan necessarily involved some reasonable trade-offs. OMI <br />attempted to complete final grading according to the design plan [o the extent operationally feasible. <br />Where practical operational and safety constraints were limiting, OMI and the DMG jointly reviewed <br />field conditions and the status of final grading operations and determined that grading had been <br />completed consistent with plan objectives. <br />The drainage berm above the facilities pad was retained to divert canon and a small retention area <br />with straw filters or other control measures was established to control sediment from this area. <br />Following regrading of the main Beaz Creek facilities area, the riprapped segment of Beaz Creek <br />immediately below the Bear Canyon facilities area was repaired and upgraded under an Army Corps of <br />Engineers 404 permit authorization. <br />Degassification boreholes B-4, B-5, B-7, and B-8 were plugged and sealed in accordance with <br />applicable provisions of Rule 4.07, the water tank was demolished and the demolition debris removed <br />• from the site and deposed of, and associated surface disturbance areas were reclaimed. Borehole B-6 <br />was converted to a ground water monitoring well to monitor mine inflows and will be plugged, sealed, <br />and reclaimed in accordance with Rule 4.07 when ground water monitoring a suspended. <br />The pre-disturbance land use for this area was undeveloped land. The affected lands have been <br />reclaimed consistent with undeveloped public use lands in order to rnairttain public access through <br />the area to public lands to the north. The affetted portion of the Bear Canyon road has been retained <br />to provide continued public access for adjacent landowners, recreational use of areas to the north, and <br />possible future logging. <br />Soil Replacement -Topsoil was not recovered or segregated during the conswction of the Bear <br />Geek facilities. Soil materiak were mixed with and incorporated into other surficial and near-surface <br />materiak during conswttion of the Beaz Creek portal bench. The surficial materials exposed <br />following regrading operatioru included mixed soils and weathered sudicial and near-surface <br />materiak. These materiak were detemrined to be suitable as revegetation growth medium and have <br />been effective to date in supporting effective vegetative reestablishment. <br />Revegetation - In accordance with an agreement with the DMG, a vegetation smdywas conducted for <br />the Bear Creek and Hubbard Geek disturbance areas and adjacent undisturbed areas during the <br />sununer of 1981. The results of this study are summarized in Exhibit 2.04-E6, Vegetation <br />Information, and graphically illustrated on Map 2.04-M8, Regional Vegetation. A revegetation plan, <br />based on the study results, a included in the vegetation study report in Exhibit 2.05-E6.
