Box 980
Carbondale, Colorado Bt623
(303) 963.3aa0
Suite 2300
at0 Seventeenth Street
Denver, Colorado 80202
(303) 825.1966
Snowmass Coal Company is in the process of receiving final approval for
a new five-year permit to mine coal from the Colorado Mined Land Reclamation
Division. As a condition for approval, Mined Land Reclamation has indicated
that some type of flow recording structure will have to be placed on North
Thompson Creek above antl below our mine permit area. Snowmass Coal Company
wishes to conduct an experiment whereby one weir will be constructed before
the spring runoff becomes too large. This experiment will allow us to eval-
uate the feasibility Of weir construction near the mine site. This letter
will state the details surrounding the weir and its construction. I plan to
meet with the Mined Land Reclamation Division on March 23, 1983. I would
appreciate it if you could advise me before that date if this project would
be covered under the nationwide permit or if a general permit is required
to construct this weir,
Figure 1 shows the regional location of the mine site. The weir will be
located in Section 34, Township 8S, Range 89W. Data from a weir operated
by the U.S.G.S., in Section 28, Township SS, Range 89W, indicates that the
mean flow fpr North Thompson Creek was 16.7 ft.3/sec. The maximum discharge
was 365 ft.3Jsec., and the minimum discharge was 0 ft.3/sec. A11 of this
data was collected between October, .1963, and September, 1979. ,
Figures 2, and 3 show the actual design of the-weir. The stream chan-
nel at the proposed weir site .is 23.0 feet wide. Therefore, the width of
the weir will be 23.0 feet.
The weir will be constructed out of concrete. All exposed concrete sur-
faces will then be covered with 1/4 inch steel plate to protect it from large
bou]ders and logs that move down the stream during high runoff..
