The decision date established for the Adamson Brothers Mine application is May 12, 1999, so please provide Yuma County's responses prior to that date. It is stated in Exhibit D to the application that the proposed seed mixture is "made up of native grasses found on the site." However, both smooth brome and yellow sweet clover ate introduced species. The Division suggests the following mixture would be more suitable to the site and to the rangeland post mining use. Seed Rate PLS/acre (PLS =Pure Live Seed) Sand Dro seed 0.25 Blue Grama 1.0 Side Oats Grama 3.0 Western Wheat rass 3.5 7.75 *Indicated rate if drilled. Rate to be doubled if broadcast. 2. Rates for fertilizer application should be based on a soil test conducted prior to initial seeding. Phosphate, if needed, should be applied and disced into the soil during seedbed preparation as described in Exhibit D. However, the Division recommends that nitrogen be applied, as needed one year after the first spring following fall seeding as immediate fertilization may encourage weed development. 3. It is stated in Exhibit F that storm water will be retained on site but that a Storm W ater Management Plan will be prepazed if there is a potential for surface water leaving the site. The Division will require that Yuma County commit to developing the pit so that runoff from disturbed areas is captured in the pit unless a technical revision is filed and approved that incorporates management practices that will adequately treat runoff before it leaves the permit area.
