• Exhibit 3 <br />Sediment Control Plan <br />The following material consists primarily of previously approved Technical Revisions 86-1 and <br />87-3. These materials, along with the original Sediment Control Plan (Exhibit 31 have been <br />incorporated and condensed to form the bulk of Technical Revision 90-06. Additional material <br />include information on demonstration areas, small area exemptions, and drainage control <br />updates. All control features are shown on Map 4a (TR 90-06-11 Hydrology and Sediment <br />Control. <br />Copies of the revised and certified designs for both M3N and M3S detention basins are <br />included, as well as design schedules for the associated ditches. Ditches H-1, H-2, and H-3 <br />designs were approved in the original sediment control plan. Current designs and locations <br />for ditches P-1, P-2, and P-3 (along with an associated small area exemption) were approved <br />4 <br />in Technical Revision 86-1 . Additional sediment control to serve the small area exemption and <br />the county road was also approved under TR 86-1, and consists of diversions, culverts, and <br />sumps to trap any sediment produced. <br />Detention ponds M3N and M3S were approved as permanent impoundments by means of <br />Technical Revision 87-3, with the associated water right having been transferred to those <br />structures June 30, 1986. <br />• Per our previous discussions with the Division, CYCC is providing demonstrations concerning <br />sediment yield for three areas of Mine 3 as allowed under Rule 4.05.2(2): <br />1) Area rY1 consists of approximately 40 acres of reclamation on the northern <br />end of the mine 2) Area k2 consists of approximately 57 acres of reclamation <br />on the southern end of the mine, and 3) Area J/3 consists of some 8.5 acres <br />of 1979 seeded reclamation east of county road x179. The previously <br />approved 16.8 acre small area exemption above the Homestead Ditch also has <br />a demonstration associated with it, but is being addressed by means of a <br />separate minor revision. <br />Those culverts for which CYCC is responsible on Mine 3 are indicated by number on Map 4a <br />(Hydrology and Sediment Controll, and have had sizing calculations performed to insure that <br />those culverts in place are adequate under current conditions. Copies of the sizing <br />calculations are on file for future reference, and a listing of currently required culvert size vs. <br />in place culvert size is found in Table 90-06-10. <br />Lastly, numbered versions of Map M3N and Map M3S have been included per the division's <br />request. <br />As requested, CYCC agrees that any commitments made in adequacy letters are binding. <br />• Ex. 3-1 <br />
