2.05.3 <br />The excess material storage area will be seeded with the soil stabilization <br />seed mix. <br />The Portal B excess material stockpile will not affect ground water. All <br />surface run-off from the stockpile will report to a sediment pond. The stability <br />analyses and drainage controls referenced above demonstrate the stockpile <br />will not adversely affect the environment or society. The stockpile is located <br />on land owned by the Operator so there are no concerns with regard to <br />persons with a legal interest in the land or appurtenances thereto. <br />Final reclamation of the Portal B excess material storage area will require <br />the entire stockpile to be loaded, hauled, placed and compacted in the B- <br />Seam portal area to return the portal area to approximate original contour. <br />The ephemeral drainage channels disturbed by the B-Seam portals and the <br />Portal B excess material stockpile will be plated with rip rap as shown on. <br />Map 18, Postmining Topography. The surface areas will be covered with <br />topsoil and seeded with the approved seed mix. <br />r~ <br />LJ <br /> <br />(a) A surface blasting plan was required for the construction of the mine <br />facilities. The blasting plan follows: <br />(a)(i) This surface blasting plan is intended to apply to the construction of the surface <br />facilities and to isolated events when blasting is required to be performed on the <br />surface which is considered incident to underground mining activities. The blasting <br />requirements for the surface facilities construction will be conducted for the portal <br />face-up area, the development of the coal stockpile bench and the crushing and <br />screening benches and roads as required. Isolated basting events will typically be <br />limited to the excavation of rock to facilitate miscellaneous construction activities <br />and the demolition of concrete foundations and structures. <br />(a)(ii) The Operator will keep a record of each blast and such records will be retained for <br />at least 3 years and shall be available for inspection by the Division and by the <br />public on request.
