Clearing: All vegetative and organic material shall be removed <br />from the bottom of the drainage of the excess spoil disposal <br />area and as much material as safely possible is to be removed <br />from steep side slopes. <br />2. Scalping: All topsoil and loose subsoil shall be removed from <br />the bottom of the drainage area and as much material as safely <br />possible is to be removed from steep side slopes. Topsoil and <br />subsoil is to be stored for future replacement. <br />3. Underdrain: A rock underdrain is to be installed having dimen- <br />sions of 20 feet wide by 18 feet high. No more than 10% of the <br />rock may be less than 12" in size and no single rock may be <br />larger than 25% of the width of the drain. The underdrain will <br />consist of natural sandstone rock and shall be free from coal, <br />clay or shale. <br />4. Lateral: A lateral drain shall connect seeps above the drain - <br />age cFannel to the main underdrain. The lateral drain will meet <br />the requirements for the underdrain specified in #3 above. <br />5. Filter: The underdrain shall be covered by a filter blanket con- <br />sisting of sand and gravel size overburden material. The filter <br />shall be free from coal, clay or shale and have a thickness of <br />2 feet. <br />6. Construction: Fill is to be overburden spoil material (reasonably <br />free of organic material) side cast by the dragline. <br />7. Bough Grading: Rough grading by dozers and other methods as re- <br />quired shall be undertaken as soon as possible to minimize sur- <br />face erosion, to convey surface water away from the fill, and <br />to prevent the impounding and infiltration of surface water into <br />the fill material. <br />8. Final Grading: Final grading by dozers is to be conducted to meet <br />the requirements of the approved post mine contours and to prevent <br />erosion and impounding of water. <br />9. Reclamation: Upon completion and acceptance of finish grading top- <br />soil shall be replaced. Vegetation shall be established as soon as <br />possible as per approved plan to minimize surface erosion. <br />10. Inspections: The fill will be inspected for stability by a registered <br />engineer or other qualified professional specialist experienced in <br />construction of earth and rockfill embankments at least quarterly <br />throughout the construction and during the following critical con- <br />struction periods: <br />1. Removal of all orgainic material and topsoil. <br />2. Placement of underdrainage system. <br />3. Installation of surface drainage systems. <br />4.
