hoc Date:12/11/ p2 p~ - <br />III IIIIIIIIIIIIIIII <br />• ) I~ 4.11 AIR RESOURCES PROTECTION <br />4.17.1 FUGITIVE DUST <br />EFCI currently holds eight (8) air emissions permits from the Colorado <br />Department of Health, Air Pollution Control Division, with six (6) of <br />these permits covering the mine and the remaining two (2) permits covering <br />the loadout area. These permits are presented in this application in <br />Exhibit 4, Other Permits. <br />Specific measures designed to effectively control fugitive dust emissions <br />are an integral part of EFCI's mining and reclamation plans. <br />Detailed discussions of control measures implemented by EFCI to minimize <br />fugitive dust emissions are contained in Section 2.05.6, Mitigation of <br />Surface Coal Mining Operation Impacts and the following sections. <br />• 4.17.2 CONTROL MEASURES <br />EFCI currently and will continue to utilize fugitive dust control measures <br />to ensure compliance with Federal and State air quality standards as <br />outlined in the above referenced section. Specific control measures <br />include the following: <br />o All conveyors are fully or partially covered <br />o All transfer points are enclosed <br />o Coal preparation involves wet processing and is conducted within <br />the closed preparation plant building <br />o Roads and work areas are treated with chemical surfactants and <br />watered as necessary during dry periods <br />o Permit area roads have a posted speed limit of 10 mph <br />o Topsoil stockpiles may be treated with a dust inhibiting <br />chemical as necessary <br />r1 <br />U <br />4.17-1 <br />
