<br />The proposal for applying a simple mix of big bluegrass and alfalfa was made to <br />achieve a standard soil conservation practice, i.e. a conservation cropping system. <br />This is based on personal field experience and can be verified by The Soil Conserva- <br />tion Service. Until a viable native legume can be substituted for alfalfa, it is re- <br />commended that The regulatory authority not disregard the utility of alfalfa in a <br />properly designed program. It should be noted that the seed mix will apply more <br />than 80 seeds per square foot. The Soil Conservation Service critical area planting <br />rate is 40 seeds per square foot. Even though the planned rate is much higher Than <br />this rate, research has shown 80 seeds per square foot to be a proper rate in recla- <br />mation stands to assure an adequate stand as rapidly as possible that will provide the <br />desired results. This should be noted to Mr. Weaver who had some unfounded fears <br />in regard to the seeding rate being too light. <br />This information is provided to clarify areas of concern in the Mesa Gravel Pit <br />Permit Application. It is Peabody Coal Company's intention to restore The land to a <br />higher or better condition if possible, thus the use of a conservation cropping system <br />as part of the reclamation plan. By keeping the land in a productive and beneficial <br />perennial cover during the life of operations at the gravel pit, the capability of <br />producing small grain crops during the post mining years will be enhanced. <br />9. Peabody Coal Company does not locate on a map all of the minor diversion ditches. <br />The ditches will be located and constructed in the field as necessary. This include <br />areas around all stockpiles. <br />10. Revised maps reflecting the new permit boundary were submitted on May 14, 1982 <br />to the Division. <br />Proof of Notification to surface owners was submitted to the Division. Another copy is <br />attached. We are in the process of trying to secure an affidavit of publication from the <br />Hayden Valley Press. We've been having some trouble with this newspaper.
