Production and reclamation schedules presented in this <br />permit application are contingent on market conditions making <br />increased sales and production rates possible. If the proposed <br />higher production rates are not realized, the reclamation schedule <br />will be delayed accordingly. <br />The engineering techniques employed in determining the <br />economic stripping ratio of 5.5 BCY of overburden per ton of <br />recoverable coal utilize reserve data, market analyses, and <br />estimated production capabilities and costs. These data enable <br />Wyoming Fuel to develop a mine plan to maximize economic coal <br />recovery. During mine production, the quality and quantity of the <br />coal is continuously monitored. During the production phase of the <br />operation, project design is constantly reevaluated to improve <br />productivity and recovery. <br />(2) Operation Description <br />(a) Surface Mining <br />The previous paragraph gad Figure 2 detail <br />mining and reclamation sequencing by phases. Typically, each mirinc <br />phase will begin with removal of topsoil and redistribution. on <br />previously mined and graded areas or onto stockpiles. Following <br />topsoil removal, overburden will be drilled, blasted, and removed <br />by trucks and shovel and hauled back to fill previously mined areas. <br />. P.s coal is uncovered, it is drilled and blasted and mined by fron*_ <br />end loaders and trucks. The coal is then crushed to 2 inch by 0 <br />hefore shipping to customers. When backfilled areas approac'~ <br />planned post-reclamation contours, they are graded with the dozer <br />-x9- <br />
