Hall-Irwin will periodically clean the <br />drainage channels and sediment trap. <br />The measures presented above are standard measures and more effort to control stormwater might <br />have to be implemented as a result of changes in the mining plan or areas of concern as mining <br />progress. <br />Rule 6.4.12 Exhibit L- Reclamation Costs <br />36. The Division will estimate a cost to reclaim the site based on the information submitted in <br />the application. However, the Division has the following questions regarding final <br />reclamation of the site that could not be located in the permit application. <br />- Please list all structures that will be constructed on site including their composite, <br />dimensions and method of reclamation. <br />There will be no permanent structures constructed on the site. Any structures, <br />conveyors, equipment, etc. used or constructed by the applicant will be assets owned <br />by that corporation and should not be included in the reclamation cost estimate. The <br />concrete foundations for the scale and scale house could be included in the <br />reclamation cost estimate. These include a 12'x70' concrete foundation for the scale <br />and two 12'x50' approach pads (one on either side of the scale). <br />Please estimate the volume of material that will need to be imported to reclaim <br />Phases 1 and 2 above the groundwater table. <br />Hall-Irwin estimates that it will take approximately 685,000 cubic yards of overburden to <br />reclaim Phases 1 and 2. This material will be imported from the Baseline property. Hall- <br />Irwinwill use about 23,000 cubic yards of topsoil that is stockpiled on the site to replace <br />10" of topsoil over these phases. <br />Rule 6.4.19 Exhibit S- Permanent Man-Made Structures <br />37. Please be aware if the applicant encroaches into any easements as a result of the mining <br />and operation plan, then the applicant must obtain legal right of entry document from the <br />easement holder. Please state what easements will be included, and provide legal right of <br />entry agreements. <br />Prior to encroaching into the ditch easement, Hall-Irwin will provide a legal right of entry agreement <br />with the ditch owner (the City of Westminster). <br />38. Please locate the area as described in the Kerr-McGee objection letter of February 16, 2006 <br />and the Merit Energy Corporation letter dated March 13, 2006. Please further explain how <br />Hall-Irwin will address the impacts to structures and surtace use agreements noted in the <br />letters. <br />Neither Kerr-McGee nor Merit Energy Corporation have existing facilities on the ParkedDersham <br />site.
