<br />Exhibit E page #2 <br />8. Moffat County and the Division of Minerals and Geology have <br />adopted a seed-mix formula for all of the County Road <br />Department's gravel pits. (See Exhibit E-1) This formula was <br />adopted from recommendations by the soil conservation Service, <br />HLM Range Specialists, County Extension Agent, Division of <br />Minerals Reclamation Specialist, Gregg Squire, and Moffat <br />County's own experienced personnel; <br />9. Moffat County does not anticipate the interception of ground <br />water. No water was encountered in any of the 15 exploratory <br />holes dug on the site. If ground water is intercepted, the <br />operator will consult with the BLM for guidance; <br />10. This reclamation plan includes developing low places in the <br />excavation areas to manage the local drainage. If these low areas <br />collect a substantial amount of water for an extended period of <br />time, the operator will consult the BLM for guidance. <br />11. County Road #26 will be upgraded to county standards to <br />accommodate this operation. <br />12. Berms and ditches will be used as necessary to divert surface <br />run-off water away from the pit area. <br />13. Moffat County's Free-use Permit (attached as Exhibit "N') has <br />an attachment of "Stipulations" that will apply to the operation, <br />reclamation and closure of this facility. Most of the <br />stipulations are covered by this reclamation plan and the mining <br />plan. Moffat County is obligated to comply with the stipulations <br />as a condition of the free-use permit. <br />::xhibit H page ,~2 <br />
