.~_Y ~ •
WAYNE SMYTH
-2- October 22, 1980
5. Topsoil stockpiles will be located outside of the floodway. The upstream

~
S face of all topsoil stockpiles located within the flood fringe shall be pro-
~
.
C
~
"~
r tected by a buffer constructed of screening and/or overburden material. All
~
~,,,
,~
ji;a- topsoil stockpiles, and screening mounds constructed with overburden and
~
L~..- ~ co red with topsoil, shall be revegetated.
6 & 7. [Scr Wing mounds shall be constructed along the east side of the mining op-
tion and also the north edge along the St. Vrain Creek. These mounds shall
be constructed using overburden and fill front the gravel pond area and covered
,1 with at least six inches of topsoil. Plan and cross-section views of the buf-
Q ~~' fer strip along the St. Vrain Creek are shown on the attached sketches pre-
~ pared by the Weld County Engineering Department. A similar berm with a 50-
;~^' ~ ~ foot top width will be provided along all other boundaries of the area to be
C,+.°`~~
'
~ pe rnritted. These screening mounds or berms shall he constructed or reconstructed
5
'
~ to an elevation equal to the historic elevation of the river bank or natural
\
y grade in the area. a
Y(-
~ ,..a.
In addition to seeding with the specified grass ~nixtur•e,(cottonwoods and willows
will be transplanted along the shorelines of the screening inounds.~ The cotton-
woods shall be placed at 25 to 50-foot spacings with willow shoots placed among
the cottonwoods at approximate 6 to 10-foot spacings.
As indicated, the buffer strips between the ponds will he constructed of
crusher screening and/or overburden material rather than leaving the in-place
,rte ~ gravel deposits. This is proposed in order to maximize the resource recovery

• at this time and to avoid any i~ossible need for future mining at this site.
Ya'~
•7
~ As do on-going proa~ss, much of the screened nvf~rburden material will be placed
•k
Cr_~
J ~dir'rr;tly at the prupusod divider locations rdthr~r thin in stockpiles.
~
~
~
,t'
'k
'''
~ As a result of the mining process, there will be some irregularity in the bottom
~ and perimeter slopes of the pits. These irregularities will be left during the
reclamation process to present a more natural habitat for fish and wildlife. As
shown on Exhibit F - RECLAMATION PLAN MAP the proposed ponds will also heave ir-
regular shaped shorelines.
As indicated in Exhibit D - MINING PLAN the overburden and topsoil quantities
make up approximately 20 percent of the material to be disturbed. (In addition
to this material, approximately 20 percent of the sand and gravel deposit will
be screened out in the mining and crushing process and will be used to construct
the pond dividers. Ce ,~,~. <'~z,s
8. An aerial photograph of the area to be permitted, taken in April of 1971, indi-
cates that the ground elevations along the St. Vrain Creek and Mr. John Slovek's
provperty were at an elevation of 4,820 feet, plus or minus. The county will
construct the berms to the historic ground elevations as can best be determined
front the available evidence which appears to be 4,821 according to the Di'v~sivTr
~-7E cJ afar
CoN~mn~ o L~-
The attached sketches, prepared by the Weld County Engineering Department,
have been sent to the Corps of Engineers as part of a 404 permit application
and will he followed in the reclamation process.
