Box 2679 <br />Colorado Springs, Colorado 80901 <br />RE: Species diversity success criteria for the Colorado <br />Coal Mine P1 <br />Dear Mr. Rhea: <br />• In lieu of requiring all operators to develop a species diversity <br />standard based on the Shannon-Fliener Index, the Division has been <br />considering alternative methods of analyzing reclaimed areas to <br />determine if they have an adequate diversity of vegetation. <br />One of these methods uses species composition of the premine <br />surface to determine a success standard for reestablishing a <br />diverse vegetative cover. In addition to species composition, <br />general life fozms (grasses, forbs, and shrubs) and seasonality <br />of the revegetated area will be considered to insure that the <br />total community illustrates an acceptable diversity. <br />In the case of the Colorado Coal mine I have utilized the <br />available ACZ data and ranked species within each.communlty by <br />relative cover. For each community I plotted changes in the relative <br />percent cover to determine points at which the contribution of <br />relative percent cover by adding additional species becomes negligible <br />(please see attached tables). Additionally the Division staff feels <br />that species/life forms which are represented by 3X relative cover <br />in the premiaiag vegetative community should be represented in the <br />reclaimed surface. <br />Oa this basis I would make the following recommendations for species <br />diversity criteria for each community at the Colorado Coal Mine 91. <br /> <br /> <br />
