4.03 R~D6 <br />4.03.1 Raul Roads. <br />• (1) (a) <br />'Three permitted haul roads are utilized in conjunction with various COVCC <br />facilities and operations. The haul roads are identified as the Orchard <br />Valley Mine haul road, the Orchard Valley west Mine haul road, and the <br />Orchard Valley R~-M coal stockpile haul road. In addition to the <br />permitted haul roads, COVCC utilizes portions of two public roads to <br />wrr]uct its operations. The Stevens Gulch Road (also known as Delta <br />County 4010 Drive), located north of State Highway 133 at Mile Post 8, is <br />utilized to transport coal via truck approximately 2.5 miles fran the <br />entrance of the Orchard Valley Mine to State Highway 133. An additional <br />segment of the Stevens Gulch Road, extending generally northwest of the <br />Orchard Valley Mine entrance approximately 1.2 miles, links the Orchard <br />Valley and Orchard Valley West mine haul roads and provides ass between <br />the two portal locations. State Highway 133, from Mile Past 8 northeast <br />approximately 0.9 miles, is utilized to transport coal from the <br />intersection of the Stevens Gulch Road and State Highway 133 to the ~VCC <br />truck dump and rail loadout facility or the coal stockpile. <br />CnVCC trucks opal between the Orchard Valley Mine and its storage and <br />train loadout area via the Orchard Valley Mine haul road. Construction of <br />the road bean March 12, 1976, and was completed September 30, 1976. No <br />additional disturbance is planned during the a~rrent permit term. The <br />road is designed, constructed, and maintained to control erosion and <br />siltation, pollution of water, and damage to public and private property. <br />• Specific requirements are addressed within this section 4.03.1. <br />The Orchard Valley West Mine haul road is constructed from Stevens Gtilch <br />road to the Orchard Valley West Mine site. Construction began November <br />13, 1986, and was completed January 1, 1987. The Orchard Valley West Mine <br />haul road is designed, constructed, and maintained to control erosion and <br />siltation, pollution of water, and damage to public and private property. <br />Specific r~~;tiirements of this haul road are addressed within each section <br />of 4.03.01. <br />The Orchard Valley RAM coal stockpile haul road was constructed between <br />May 10, 1976, and May 4, 1977 as evidenced by aerial photos of the site <br />available at the mine office. The road was defined as a haul road <br />following the approval of minor revision 66. Minor revision 66 <br />established the R~-M coal stockpile and by definition therefore <br />categorized the road leading to this area as a haul road. This haul road <br />is designed, constructed, and maintained to control erosion arxi siltation, <br />pollution of water, and damage to public and private property. Specific <br />requirements of this haul road are addressed within each section of <br />4.03.01. <br />(1) (b) <br />No haul road causes damage to fish, wildlife, or related environmental <br />values. Haul road construction minimizes contributions of suspended <br />• solids to streamflow and runoff outside the permit area.
