Long <br />Division Director <br />The following application adequacy items are limited to the portions of the application adequacy <br />response dated May 2, 2000 labeled "Response to Mr. Allen Sorenson Commeyt Submitted on-April <br />13,2000." <br />In order to obtain 20 percent liner replacementcos[ bonding,the Applicant has provided desi~u ' <br />drawings and specifications for the installation of the pit liner along with a quality assurance/quality <br />control plan. These documents will be binding under the terms of the permit. The following <br />additional specifications. statements, and modifications must be provided for the Division to <br />approve the liner plan and accept the proposed 20 percent liner bond. <br />• The Division will regL:lre a stdtcment that the plans and specifications, once approved, could not be <br />altered without consent by the Division. <br />• The moisture content specification should be changed to no more than 1 percent dry of optimum for <br />the clay/shale core. (zone I) material. Lower permeability will result if the material is compacted <br />slightly wet of optimum. <br />• The applicant must provide a specification for maximum loose lift thickness for placement of zone <br />1 and zone 2 materials. <br />• 'Cite applicant must provide specifications for gradation and plasticity of zone 1 material. <br />2. The Applicant states that protective measures recommended by the Urban Drainage and Flood <br />Control District will be employed to stabilize the areas between the pit and the river. These <br />protective measures will allow the Operator to mine within 200 feet of the river and within 100 fee[ <br />during the low flow season. The Urban Drainage and Flood Control District recommendations are <br />contained in the publication "Technical Review Guidelines for Gravel Mining Activities," <br />December 1987. The Applicant must describe which of the recommended protective measures will <br />be employed and where they will be installed. The Applicant must further provide a cost estimate <br />fo; the installation of the protective measures. The Division must bond for their installation to <br />assure that the riverside berms will be adequately stabilized in the event of permit revocation and <br />bond forfeiture. <br />
