Since there were objections to the application, this
matter must appeaz before the Colorado Mined Land Reclamation Boazd for a fmal
decision of staff s recommendation, and has therefore been placed on the agenda for their
August, 21-22, 2002 meeting. That meeting will be held at the Pueblo Convention
Center, 320 Central Main Street in Pueblo, Colorado beginning at 10:00 a.m. on the 219f.
At stated, this recommendation to approve is being conditioned on the following
stipulations.
STIPULATION # 1
Baseline Water Quality Sampling
Baseline ambient groundwater conditions of the potentially affected aquifers shall
be established through sampling during a minimum of 5 quarters prior to mining.
Aquifers to be sampled shall include, but not necessarily be limited to, the St.
Charles River alluvial aquifer and the Dakota aquifer. During and after drilling of
the supply well into the Dakota aquifer, logs of those wells shalt be examined to
determine if water was encountered in the Codell Sandstone. Provided water is
encountered in the Codell Sandstone, that unit shall also be monitored.
Groundwater samples shall be collected and analyzed from a minimum of 8
separate events over a time span of at least 5 quarters. D1vIG recommends sampling
on a monthly basis for 24 months prior to the beginning of mining.
