Sold Waste Dispose/ <br />All solid waste (non-coal wastes), e.g., lumber, unusable machinery, and waste <br />building materials, will be temporarily placed in Section 3 of the pit area. At the time <br />backfilling of the C-1 pit begins, the solid waste remaining in the dump will be placed <br />in that pit. However, during the interim period between the time waste is first placed <br />there and the time backfilling the C-1 pit begins, all wood that can be salvaged or used <br />as home heating fuel will be given to employees of Oakridge. All metals that are not <br />usable will be sold as scrap metal. Any remaining solid waste will be relocated in the <br />C-I pit and covered with spoil. After this original solid waste dump is disposed of, <br />future solid waste, as described, will be placed directly in the pit concurrently with the <br />backfilling. Solid wastes that aze flammable, e.g., paints, grease, oils, cleaning fluids, <br />etc., will be hauled directly to the L.a Plata County Dump as such waste occurs. OEI <br />may at its sole discretion construct a pit to hold and neutralize solid waste. The pit will <br />be constructed in accordance with the recommendations of the Department of Health <br />and will use the neutralizing agents so recommended by the Department of Health. <br />The pit is expected to be no larger than 25 feet by 25 feet and will be lined with a <br />synthetic impervious material. Berms and barriers will be constructed in accordance <br />with Department of Health and hiPDES permit requirements. <br />Arne Openings <br />• There will be no mine openings that require sealing. All exploration holes will be <br />plugged in accordance with 4.07. All water wells will be transferred to the post- <br />mining surface owner who will be responsible for their maintenance and permitting as <br />necessary. <br />Dry drill holes will have all cuttings backfilled. An expandable plug will be forced <br />into the hole to a depth of ten feet. A standard sack of cement will be mixed witfi <br />water and poured into the hole. The upper three feet will be filled with soil. Wet drill <br />holes (+ l gpm flow) and monitor wells will be cemented to at least 50 feet above the <br />water-bearing zone or to within ten feet of the surface. The top ten feet will be sealed <br />as described for dry drill holes. <br />Air QneGty <br />Air quality control will be accomplished by sprinkling all road, or other affected areas <br />from which fugitive dust will occur with water or hard-surfaced. There will be no <br />stack emissions from coal burning; and coal conveyor, washer plants and crushers will <br />be covered and wetted to prevent coal dust and/or fines from being emitted into the air. <br />Refer to 2.05.6, Mitigation of the Impacts. <br /> <br />Technical Revision OS (v 1.3) X28 Revised 9/1947 <br />
