Soi/ Replacement <br />To the degree possible, soil resources will be redistributed contemporaneously <br />following backfilling of pit areas. Where soil resources need to be stockpiled prior to <br />redistribution, they will be stabilized with vegetation and mulch. The seed mix will <br />consist of perennial rye, slender wheatgrass and crested wheatgrass broadcast at 30 <br />pounds per acre in equal amounts and harrowed into the soil. <br />Topsoil will be returned to the reclaimed area as per the specifications shown on Map <br />5-3 (Soils Stripping and Respreading). Specifically, areas which were formerly in <br />agricultural production will have 12" of soil replaced which is equal to the amount of <br />topsoil salvaged from those areas. The canyon azea will have 18" of soil redistributed <br />during reclamation which represents the average of topsoil depths salvaged (0"-36"). <br />Eighteen inches of soil will be used to establish transplantings of native conifer <br />seedlings and native shrubs and in situ native shrub rootstock. <br />Redistributed topsoil will be protected from erosion (wind and water) by crimping in <br />straw, or an approved substitute mulch, immediately after it is redistributed. An <br />adequate portion of the stockpiled topsoil and subsoil will be retained in the stockpiles <br />to facilitate the final reclamation of all sediment ponds and ditches. <br />• Retopsoiled azeas will be revegetated immediately during the normal planting season <br />following the redistribution of the soil. <br />Topsoil redistribution will occur in Segment A-1 at about the same time that it occurs <br />in Segment C-1, which will be approximately 20 months from the beginning date of <br />continuous mining. TopsoiUredistribution will be carried on in subsoil Segments C-1, <br />D-1 and E-1 concurrently with the backfilling and spoil grading. Section 1, in its <br />entirety, will be topsoiled by 2-1/4 years following the start of continuous mining, and <br />preparations made for revegetation of Segment E-1 and F-1 therein. Sections 2 and 3 <br />will be reclaimed in the same manner after the spoil is regraded {Maps 5-4 and 5-5). <br />Revegelalion <br />With the approval of Technical Revision 5, the approved post-mining land uses of the <br />Carbon Junction Mine were changed from wildlife habitat and cropland to industrial <br />and commercial, recreation, and residential. As a result of this change, the criteria <br />under which the success of revegetation will be judged after completion of reclamation <br />changed significantly. Additionally, the goals for the revegetation program changed <br />accordingly. The goal of the revegetation program will now be to establish a <br />vegetation cover adequate to control erosion. To that end, the revegetation plan has <br />been amended with the 1996-1997 mid-term review. <br /> <br />Technical Revision 08 (v 1.3) 5-25 Revised 9/1997 <br />
