• Bac~lling of Processing Waste <br />The coal reject from the in pit breaker facility will have a minimal potential to be acid- <br />forming and potentially toxic and combustible. A plan for handling and placement <br />includes methods of 1) backhauling reject in the pit, 2) temporary storage of reject <br />near the pit highwall, 3) containing runoff from temporary storage sites, and 4) <br />encapsulating reject to prevent migration of reject fines down into the water table. The <br />plan includes cross-section drawings showing vertical placement and configuration of <br />the designated areas within the backfill. <br />In order to address CDMG concerns regazding potential acid-forming characteristics, <br />OEI will place all selectively segregated reject in the upper portions of the backfill, no <br />less than 20 feet above the lowest pit water elevation (approximately 6,870 feet <br />elevation). This will ensure that the saturated portion of the reclaimed pit will not have <br />refuse as a part of the overburden constituency. No refuse will be stored outside of the <br />pit and no accumulation of refuse or reject will occur outside of the pit. <br />The coal reject will be placed above the groundwater table, above the level of any <br />reconstructed surface drainage, and at least four feet below the surface. The coal reject <br />will be compacted and sealed to limit movement of air and water through the materia] <br />. to eliminate leaching and the potential for spontaneous combustion. <br />The excavation and haulage equipment used for overburden removal will be utilized for <br />the loading and backhauling of reject. A ten yard backhce will from time to time load <br />the haul trucks with the rock and coal reject to be transported to designated areas. The <br />trucks will haul this reject to a staging area in the pit or to the top of the highwall as <br />discussed previously. <br />Figure 5-4 illustrates this acceptable area. An approximate bench elevation of 6,875, a <br />minimum two foot thickness of clayey overburden will be compacted. Cazeful <br />examination of the overburden analyses and the drill logs shows an ample supply of <br />such material. The coal reject on the highwalls will be dozed into the pit and <br />compacted in that portion of the steady state pit where the compacted seal is in place. <br />A maximum of 10,000 LCY of reject materials will be stored adjacent to the highwall. <br />Above the compacted seal, the coal reject will take on the appearance of lenses or pods <br />surrounded by a matrix of backfill material. As the pit sections rise in elevation, the <br />coal reject will continue to be placed above the reconstructed channel elevations. As <br />requested by the Division, a minimum of four feet of backfill (inclusive of soil) will <br />cap the waste material. <br />a <br />Technical Revision OS (v 1.3) 5-19 Revised 9/1997 <br />
