• 1.4 DETERMINATION OF BOND <br />Trapper Mining Inc. presently maintains a reclamation performance bond for the Trapper Mine payable to <br />the State of Colorado and the United States/Office of Surtace Mining Reclamation & Enforcement. Upon <br />approval of this permit application, a new performance bond or equivalent acceptable surety will be <br />secured in an amount equal to the estimated costs for returning the affeded area to a satisfadory condi- <br />tion as defined by applicable regulations and this permit application. <br />The equipment produdivity estimates used in regrade time calculations were derived from the Caterpillar <br />Performance Handbook, edition 25. Topsoil Meet hours were derived using TALPAC haulage simulation <br />software. DMG database ownership and operating costs were used where available; otherwise these <br />costs were extraded from The Cost Reference Guide (2002) published by Dataquest, Inc. Base labor <br />rates were developed using information from the Colorado Contradors Association. Facilities removal <br />costs were calculated using Means Building Construdion Cost Data, 2002. <br />All reclamation costs were calculated according to the worst case condition of reclamation requirements. <br />The costs that were calculated in this manner realistically represent those the Division coultl incur at any- <br />time during the permit period and not just for the conditions which may exist at the end of the five years. <br />Table 1.4-15 summarizes iopsoi! replacement requirements and open pit lengths at the end of each year <br />of the permit Term. This data indicates that the worst case occurs at the end of the year 2004. <br />• A summary of the estimated reclamation costs is presented in Table 1,4-1, Please refer to subsequent <br />tables and sedions in this portion of the permit application as indicated in Table 1.4-1 for more detailed <br />analysis and discussion. <br />The bond amount of $25,348;364 will be applied to our permit renewal. This represents the worst case <br />cost for the permit term 2003-2007. Trapper estimates that during worst case year, 2004, the total dis- <br />turbance within the approved permit area will be 2295 acres which includes miscellaneous areas Such as <br />light use roads, silo locations, etc. <br />1-31 <br />(o~3p%3 <br />
