This block may be sub-divided into two or more parcels, at <br /> PSM's discretion, to reduce variability among the various revegetation <br /> efforts applied to this block (i.e., live-handled, roto-cleared, non- <br /> seeded, topsoiled areas; live-handled, roto-cleared, seeded, topsoiled <br /> areas; stockpiled, roto-cleared, seeded, topsoiled areas, etc.). Interim <br /> sampling for this block will include cover, diversity and woody stem <br /> density. <br /> The Facilities reclamation block area also falls under Rule 9.15.10 <br /> and consists of previously disturbed areas which includes: the upper and <br /> lower office areas; and all ancillary facility areas such as reclaimed <br /> roadways, ponds, or other areas where only minor disturbance occurred. The <br /> revegetation success standard for this block consists of only a cover <br /> standard (478). This block (Exhibit 9.9-2) may be sub-divided to two or <br /> more parcels, at P6M's discretion, to reduce variability caused by location <br /> (i.e., Trout Creek drainage vs. Oak Creek drainage, non-topsoiled vs. <br /> opportunistic topsoiling efforts, etc.). Interim sampling for this block <br /> will include only cover. <br />• As previously stated, all of the reclamation blocks at the mine <br /> received significant manipulation during 1996. Therefore, interim <br /> revegetation monitoring will be required during Years 3 (1999) and 9 (2000) <br /> of the extended liability period. This will allow adequate time for <br /> evaluation of monitoring data, plan formulation, CDMG approval and mine <br /> implementation of any required corrective practices prior to the end of <br /> Revegetation Year 5 (2001). In the event that monitoring in Year 3 <br /> indicates a severe deficiency in some parameter (i.e., diversity, woody <br /> stem density, etc.), corrective measures may be performed in Year 4 rather <br /> than delaying until Year 5. In this instance, upon CDMG approval, <br /> corrective measures will be employed in Year 9 and monitoring relating to <br /> that aspect of the interim monitoring program may not be performed during <br /> Year 4. <br /> A total of twenty ten-point frame transects will be taken during both <br /> Years 3 and 9 in each of the bond release blocks. Since the reclamation <br /> blocks that may exhibit significantly different rates of revegetation <br /> establishment and growth, the twenty sampling points may be distributed <br /> evenly between anticipated parcel sub-division. In this instance, the data <br /> obtained may be evaluated separately for each parcel. This will ensure <br />• that any corrective measures implemented will address the actual parcel <br />area deficiencies identified through the monitoring process.
