MSnor field <br />adjustments Sn horizontal and vertical alignment were necessary during construction to <br />compensate for unanticipated natural conditions, limit the disturbed area, and construct <br />a structure consistent with the existing and reclaimed topography. The proposed layer of <br />stabilization fabric which was to be placetl over the stabilized subgrade prior to placing <br />embankment fill materials was not done, due to [he dry conditions at the time of <br />embankment co nsiruct io n. Hal Schlich c, our goo technical consultant, confirmed that this <br />layer was not necessary since wet conditions were not observed. <br />To [he best of my knowledge and belief, field adj ustmen[s made during construction to the <br />structure are in conformance with the Rules and Fegulat ions in the intent of the approved <br />design plans and specifications (see Exhibit 13-SAI• <br />DEC 1 ~ 1997 <br />Date <br />• <br /> <br />Sedimentation Pond 011 does meet or exceed the design and performance requirements of the <br />CMLRB's regulations. Seneca will inspect the pontl quarterly to evaluate structural <br />integrity, storage capac Sty conditions, and remedial work requirements in accordance with <br />the approved mine permit.
