• Diversion ditches may also be a component of the soil stabilization <br />plan, depending on the resulting post mining topography. Diversion ditches <br />will be V-bottom rather than flat-bottom to facilitate snow removal. Past <br />experiences indicate that V-bottom ditches can be more easily cleared of <br />snow in the spring than flat-bottom ditches. Guidelines for diversion ditch <br />construction will be found on pages 24-8 through 24-9. <br />Concerning the soil stabilization practice of mulching, CYCC does not <br />use mulch. The mulching requirement was suspended by the CMLRD in the <br />August 2, 1984 Findings of Compliance document for Mine No. 3. The Division <br />acknowledged other CYCC reclamation techniques serve the same purpose as <br />mulch application. <br />In summary, there are several basic components for soil stabilization <br />included in the reclamation plan currently utilized at CYCC. The first <br />involves proper postmining topography design which determines backfilling <br />and regrading activities. After the areas are topsoiled, chisel plowing is <br />done followed by the inscription of contour furrows or ripping. <br />• <br />In order to maximize the ability of the latter three components to <br />stabilize the soil, timing is critical. CYCC will complete all three <br />activities within the same field season if topsoil is redistributed in the <br />summer or fall. In the event of winter topsoiling, when all activities can <br />not be accomplished prior to major snowfall or freeze up of topsoil, CYCC <br />will implement contour furrowing or ripping after topsoil redistribution, <br />Any remaining activities will be completed as soon as practical followir,r <br />the winter season. <br />Reclamation Plan for Excessive Rilling and Gullying <br />As indicated by the Division in Rule 4.14.6 (1), repair should be <br />initiated when rilling and gullying exceeds 9 inches. In contrast to the 9 <br />inch limit, the revised (02-06-87) Office of Surface Mining Program <br />Performance Standards 816.95(b) indicate the following: <br /> <br />24-3 <br />
