Rill and Gully Plan <br />• Introduction <br />On July 8, 1985, the Colorado Mined Land Reclamation Division (CMLRD) <br />issued guidelines pertaining to the "Divisions Policy on the Management of <br />Rills and Gullies". The following rill and gully plan addresses concerns <br />expressed by the Division. The material presented are part of Permit <br />C-84-062, Reclamation Plan and Permit C-81-071; TR 87-14, Mines 1, 2, and <br />Eckman Park submittal approved on February 4, 1988. As indicated in the <br />guidelines, the Division has recognized two scenarios in the field <br />assessment of rill and gull formation: <br />1) Excessive Rill and Gully Formation on Reclaimed Areas <br />2) Permanent Gully Formation <br />Colorado Yampa Coal Company will only address the excessive rill and <br />gully formation on reclaimed lands since there are no permanent gully <br />formations (permanent drainageways) anticipated at Mine No. 3. As stated in <br />• the guidelines, if "excessive" rilling and gullying occurs, the affected <br />area must be reclaimed utilizing approved methodologies as presented in the <br />operators reclamation plan. Such repair techniques should minimize <br />disturbance of existing established vegetation and stabilize the gully <br />head. Along with this concept, conditions may exist where repair work may <br />need to be delayed to "minimize adverse impacts of the remedial action". <br />The following is a discussion of Colorado Yampa Coal Company's gully <br />plan at Mine No. 3. <br />Excessive Rill and Gully Formation on Reclaimed Land <br />There are two components which are relevant to the discussion of rill <br />and gully formation on reclaimed land. One is the reclamation techniques <br />currently utilized at Mine No. 3. The second involves the mitigative plan <br />for the reclamation of excessive rills and gullies which do not fall under <br />the category of permanent drainageways. <br />24-1 <br />
