§2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING <br />ACTIVITIES -MINIMUM REQUIREMENTS FOR OPERATION AND <br />RECLAMATION PLANS. <br />2.05.4 Reclamation Plan. <br />(2)(a) (Cont'd) <br />with lease stipulations of the Bureau of Land Management and in <br />compliance with all applicable State and Federal laws and <br />regulations. Where private surface is involved, reclamation will be <br />performed to the reasonable satisfaction of the surface owners. <br />For specifications for Final Abandonment Construction, see the <br />Final Abandonment Appendix in Volume 6A. <br />1. Removal of buildings. The first full year of the construction <br />schedule is reserved for building removal to maximize economic <br />salvage. <br />2. Backfilling and compaction. The excavation, backfilling, <br />and compaction effort will span two construction seasons. <br />3. Final grading, drainage control, and vegetation will take <br />two to three months and can overlap with the final backfilling and <br />compaction work. <br />The reclamation plan for the West Mine is like that for the East <br />mine. It was divided in two distinct phases. The first phase was <br />interim reclamation of the disturbed area. The second phase was <br />final reclamation and abandonment. <br />Interim Reclamation Program <br />After site development for the West Mine area, interim <br />reclamation began. The outslopes of the fill embankment were <br />covered with topsoil and vegetated. The vegetation effort <br />consisted of seed placement, hrydromulching, and erosion control <br />matting. These measures reduced the erosion potential and <br />thereby ensured the stability of the fill embankment and perimeter <br />drainage. <br />The fill embankment consisted of approximately 3.2 acres. <br />Topsoil was handled according to the approved plan set forth in <br />the permit.
