<br />Ms. Shirley A. Thomas -2- June 7, 1983 <br />5. The staff encourages the operator to post (flagging, stakes, etc.) <br />the permit boundaries and topsoil stockpiles. This posting is not <br />required by law but will provide for a more orderly operation and may <br />aid in avoiding possible future problems involving Permit area - <br />property boundary conflicts and unauthorized topsoil removal. <br />6. You should contact the State Health Department, Fugative Dust Control <br />Division, to inquire whether a fugative dust permit will be required <br />for screening or other process functions. <br />Exhibit C - Map <br />It would be helpful if you could submit a copy of a U.S.G.S. topographic <br />map showing the location of the proposed operation in relation to major <br />highway interchanges, Castle Rock, etc., for easy field location., <br />Exhibit D <br />1. Please have the SCS provide an on-site description of existing <br />vegetation and soils. <br />2. We shall await comment from the Division of Wildlife. <br />Exhibit E - Reclamation Plan <br />1. The reclamation plan is lacking in specifics and should be more <br />definitive in nature. Such plan should give the maximum gradient of <br />final graded slopes (we recommend 3h:ly or less), a specific seed <br />mixture, and amendments (fertilizer, mulch, discing, etc.). We would <br />recommend you ask the SCS to provide such recommendations. <br />2. The plan should also outline how the haul road will be reclaimed <br />(e.g., rip road to 6", replace topsoil, seed, fertilize, mulch). <br />3. How will runoff and erosion be controlled upon permanent reclamation <br />(e.g., diversions, contour terraces, etc.). <br />4. Graziny of immature vegetation must be prohibited for at~least two <br />growing seasons. How will then be done? <br />Exhibit F - Conformance with Local Zoning <br />Before the Mined Land Reclamation Board can consider this application, <br />the operation must first be in compliance with local zoning. If special <br />use approval is not obtained prior to the June 22-23, 1983 MLRB meeting, <br />you will have to request a continuance until such time as Douglas County <br />acts on your request. <br />
