EXHIBIT 0 - Reclamation Plan <br /> The purpose of the reclamation plan is to describe the timing, procedures, criteria and <br /> tmaterials that will be used to reclaim the affected land to the proposed future land <br /> use. This plan must be correlated to Exhibit E - Map. The description of the <br /> reclamation plan must be adequate to satisfy the requirements of Rule 3.2 and <br /> ' demonstrate compliance with Rule 6. The local representative of the Soil Conservation <br /> Service can provide you with recommendations for on-site reclamation. At a minimum, you <br /> should include the following information: <br /> ' 1 . Specify when and to what depth(s) overburden will be replaced in relation to <br /> ongoing extraction. <br /> ' 2. Specify the maximum gradient of reclaimed slopes (horizontal :vertical ) . We <br /> recommend 3: 1 or gentler for purposes of stability and revegetation establishment. <br /> If you propose steeper slopes you should include a justification that supports the <br /> ' proposed post-mining land use and demonstrates compliance with the applicable <br /> performance standards of Rule 6. <br /> ' 3. Specify the measures that will be taken to revegetate the site, if <br /> applicable, including: <br /> (a) The thickness of plant growth medium to be replaced. We recommend that <br /> ' you sample and analyze available soils sufficiently to establish quantity and <br /> quality. By knowing the suitability of soils as a plant growth medium, you <br /> will be better able to design your reclamation plan. Remember, one of the <br /> ' major criteria for release of your financial warranty is that you establish a <br /> vegetation cover that is " . at least equal in extent of cover to the <br /> natural vegetation of the surrounding area. " A high quality plant growth <br /> medium of proper depth is a basic ingredient necessary to meet the <br /> ' requirement of Rule 6.50 ) . <br /> (b) State when the site will be seeded. Explain how the seedbed will be <br /> prepared to eliminate compacted conditions (e .g. , plowed, chiselled, <br /> disced) . State the type, application rate, and soil incorporation methods of <br /> fertilizer application, if any. NOTE: Soil amendments should only be <br /> ' applied where soil tests indicate nutrient deficiencies for the plant species <br /> to be established. <br /> (c) State the grass, forb, shrub and tree species to be planted and the <br /> ' applicable quantities . Specify the quantity of each grass and forb species <br /> as pounds of pure live seed per acre. <br /> ' (d) Specify the application method for grass and forb seeding. If the seed <br /> is to be broadcast, the application rate should be twice the rate required <br /> for seed drilling, and the seed should be raked or harrowed after application . <br /> ' (e) If a mulch is needed, specify the kind to be used, the crimping method, <br /> and rate of application. <br /> ' (f) Explain the establishment methods for each species of shrub and/or <br /> tree, and state the number of each to be established per acre. <br />
