' EXHIBIT C <br /> ' The Xining Plan <br /> Xillsite <br /> ' The accompanying guidelines have been followed in designing <br /> the mill to process the ores that will be produced from the <br /> Boulder County properties: <br /> 1. The milling operation has been designed to have the <br /> capability of processing the several types of ores <br /> ' that are found in the Boulder County area. These <br /> ores will consist of gold-silver tellurides, and <br /> various combinations of gold-silver-lead-zinc-copper <br /> ' sulfides. <br /> 2. In order to process both telluride and sulfide ores, <br /> the mill has been designed as a composite system of <br /> ' gravity and flotation concentration. <br /> 3. Initial mill capacity will not exceed 50 tons of are <br /> ' in a 24 hour period. <br /> 4. The mill will not be operated as a custom milling <br /> ' facility, and it will not process ores on a toll <br /> basis for other mining operations. <br /> COX Inc. /Homestate, Inc. currently own mining properties in <br /> ' Boulder County which has sufficient proven are reserves to <br /> sustain this milling operation through 2002. <br /> ' Of special significance to the viability of this project is <br /> the ownership of mine dump materials in Boulder County. <br /> In order to assure adequate reserves for continuous milling <br /> operations during slack periods of underground production , <br /> ' most of the ore sorted from these mine dumps will be <br /> stockpiled for future processing. <br /> ' The gravity and flotation concentration mill is situated on <br /> the patented Oscar lode mining claim, which is awned by the <br /> COX Inc. /Homestate Inc. The mill building is constructed <br /> ' just to the northeast of the Oscar mine shaft, on gently <br /> sloping terrain with a 14 percent gradient (see Exhibit E - <br /> Map) . It is located northeast of the town of Gold Hill, <br /> south of the main road from Boulder to Gold Hill, and at the <br /> ' western edge of Horsfal Flat. The altitude of the millsite <br /> is between 8, 575 and 8, 590 feet. Access to the property can <br /> be gained by two private roads, which traverse the area south <br /> ' of County Road No. 52 (see Exhibit E - Xap) . <br /> Since one of the principal purposes of concentration is to <br /> ' reduce the expense of delivering a mine' s product to a <br />
