Shelton <br />Director <br />August 21, 1980 <br />Mr. Buck Barnhart <br />3 Sedum Court <br />Pueblo, Colorado 81001 <br />Re: File No. 80-131 - Quillen Company, Bunn Ranch Pit <br />Application fora regular (112) mining and reclamation permit for <br />an open pit sand and gravel operation - Adequacy <br />Dear Mr. Barnhart: <br />7 have reviewed the above application for adequacy and have the following <br />questions, comments, and suggestions which are intended to aid you in <br />bringing this application into full compliance with the Zaw and to the <br />satisfaction of the Mined Land Reclamation Board. Please address each <br />of the following items in detail: <br />1. In order to insure an adequate buffer, maintain streambank stability, <br />and to maintain the overall equilibrium of the Yampa River, please <br />amend the mining plan such that no mining will occur within 100 feet <br />of the bankfull stage of the river. Further, the staff recommends <br />that for areas between acute meanders that this buffer be increased <br />even further at the discretion of the operator. <br />2. In order to induce k~ildlife and waterfowl into the reclaimed area, <br />the more irregular the boundazies of the pond shores, and the more <br />shallows that can be left, the better. A good deal of irregular <br />shore line is already proposed for most, but not a11, of the proposed <br />ponds. In this instance, the degree of irregularity and number of <br />shallows for the proposed ponds should be at the discretion of the <br />land owner/operator. <br />3. Please indicate whether or not the mining operation and final ponds <br />could adversely affect the local water table, any adjacent wells, <br />or the overall flow regime of the Yampa River. <br />4. The Division of Water Resources is currently reviewing this application. <br />Their comments will be forwarded upon receipt by the Division. <br />5. Please recalcylate the estimated cost of reclamation base upon the <br />following formulas: <br />a. maximum movement of topsoil or overburden during any one or <br />series of active phases (mininy/reclamation) .in cubic yards x <br />Sx.xx/cu. yd. <br />(cont'd) <br />
