SPCC PLAN <br />• th <br />followin <br />SPCC Pl <br />h ri <br />ractices <br />in <br />b <br />d i <br />d <br />ith <br />d <br /> g <br />e an <br />as eng <br />ee <br />ng p <br />een prepare <br />n accor <br />ance w <br />goo <br /> and with the full approval of [he Yestern Division's Spill Prevention Management Team, <br /> consisting of the Director of Engineering, Director of Environmental Affairs, General <br /> Superintendent, and Manager of Safety and Health. <br />This SPCC Plan will apply to the following facilities: <br />(A) Surface facilities that store or have the potential to discharge reportable <br />quantities into eaters of the 11.5. ' <br />(8) Surface facilities which have an aggregate storage of 1320 gallons or more of oil or <br />fuel, provided a single container does not have a capacity in excess of 660 gallons. ~ <br />(C) Surface facilities where a single tank exceeds 660 gallons. <br />(D) Buried storage facilities of more than 42,000 gallons. <br />The following discussion addresses eac h. applicable guideline presentetl in the 40 CFR 722.7 <br />regulation as i[ relates to field conditions. <br />(A) No facilities at the Seneca Nine have experienced one or more reportable spill events <br />• within the last twelve months. <br />(B) Dresently, several hulk storage tank over 660 gallons are located at the mine. <br />Potential types of equipment failure that may be expected include tank overflow <br />during filling operations, a broken pipeline and an open or faulty valve. The <br />maximum quantity [hat could be discharged would not exceed the largest tank at each <br />facility. Should there he a discharge, the rate of flow could vary with the type and <br />size of the spill (i.e., a small leak vs. a tank overflow, etc.). The direction of <br />flow would be controlled via channel or berm, to a constructed catchment basin or <br />other containment structure. <br />(C) The 4estern Division will use earthen dikes, berms, incised catchment basins, <br />impoundments, sorbent booms or concrete retaining walls to prevent any spillage from <br />reaching uncontrolled water courses and to contain the spillage within the immediate <br />vicinity, whenever possible. <br />In order to provide general catchment dimensions for each size or class of storage <br />facility, a conservative approach is utilized to anticipate rainfall conditions, the <br />various tank sizes and locations.
